The Vietnamese American Bar Association of the Greater Washington, DC Area, Inc. (VABA-DC) exists to promote the professional growth and advancement of Vietnamese American attorneys, encourage and facilitate the entry of Vietnamese American students into the legal profession, and contribute to the public interest by serving as a voice for the local Vietnamese American community and assisting community members with legal concerns.  As part of its mission, VABA-DC collaborates with other Asian American groups on issues that affect our members and our community.

Following the fall of Saigon in 1975, over half a million Vietnamese refugees ( "boat people") fled persecution from the new communist rulers. Eighteen years after their escape, a small group remain stranded in the Philippines. Not recognised by Vietnam and given only temporary residency status in the Philippines, the Vietnamese are impoverished and targets of discrimination, bribery and violent crime. They are denied equal protection before the law, access to legal employment, social services, travel, property ownership and access to further education.

The Need:

VOICE is currently seeking a graduate to volunteer as Office Manager at our legal aid office in the Philippines. Ideally, this person will have experience working in refugee/ humanitarian fields and can dedicate a minimum of 6 months on field. Our desired starting date is June, 2008.

Responsibilities:

  • Advocate for political and social alternatives to the stateless dilemma of the Vietnamese in the Philippines;
  • Develop co-operative working relationships with various international organizations (eg. IOM and Amnesty International); government departments (eg. Philippine Department of Justice, Philippine Immigration Department); and various embassies from resettlement countries;
  • Compiling written submissions on behalf of our clients;Individual case management;
  • Oversee the day-to-day running of the office, including admin, finances and staff management.  
  • Client interaction to ensure that their legal and social needs are met.   

    VOICE will cover:

  • Return airfares to the Philippines;
  • Travel insurance;
  • Food and accommodation;
  • Cell phone service;
  • Office-related travel expenses
  • A monthly stipend

Our Mission

VOICE is a non-profit organization which was set up to provide a voice for the overseas Vietnamese community through advocacy for refugee protection, human rights, civil society in Vietnam and other issues of significant concern to the community.  Along with our work on refugee protection and statelessness, we are also working with a coalition on the counter trafficking of women and children in Southeast Asia. We are hoping to open an office/ shelter in Cambodia to help victims of trafficking by year end.

D.C.'s Department of Small and Local Business Development is looking for volunteers to translate during community meetings.  We're specifically looking for Spanish, Vietnamese, and Korean speakers.  Most of the meetings are held in the evenings between 6 and 9 pm and you only have to commit to doing one meeting.  FYI, our next community meeting is for Kennedy St (Ward 4) businesses and will be held at Emery Recreation Center, 5701 Georgia Ave NW, Monday, May 19th at 6pm.

Executive Director

The National Asian Pacific American Bar Association ("NAPABA") seeks an experienced individual to serve as its Executive Director in Washington, D.C. to coordinate and to direct the overall operation of the organization.  The Executive Director will report to an 18-member Board of Governors and supervise 4 full-time staff, along with additional interns and volunteers.  The Executive Director will have the following general responsibilities:

Responsibilities:  

  • Management and Administration: Supervise NAPABA office staff; provide member services, assess key needs of the organization such as facilities and technology infrastructure to promote highest level of efficiency; assist NAPABA President-Elect with annual national convention planning; assist NAPABA Vice President for Membership with recruitment; assist NAPABA Treasurer with budget development.
  • Programs and Policy: Assist NAPABA Board and Committee Chairs to execute, coordinate, and develop and coordinate NAPABA programs and policy; serve as NAPABA's liaison with other bar associations (e.g., other minority bar associations, the American Bar Association), other Asian Pacific American ("APA") organizations, and the media; assist with legislative and other policy efforts.
  • Fundraising: To develop, coordinate, and execute development efforts; maintain donor relationship and sponsorship records; assist NAPABA Vice President for Finance and Development with sponsor relations and work with the NAPABA Law Foundation (NAPABA's charitable and educational affiliate).

Qualifications:

  • Outstanding leadership, communication, management, and administrative skills.
  • Ability to work effectively and cooperatively with NAPABA Board, committees, members and the APA community.
  • Demonstrated knowledge of and commitment to legal issues affecting the APA community.
  • Experience in non-profit fundraising.
  • Experience in media/public relations.
  • Computer proficiency, including word processing, database usage and spreadsheets.
  • Some travel required (e.g., attendance at NAPABA Board meetings, annual conventions, and regional conferences).
  • J.D. degree strongly preferred, but not required.

NAPABA is a non-profit, non-partisan professional organization of Asian Pacific American attorneys nationwide. Justice at Stake (JAS) is a national campaign working to keep America's courts fair, impartial and independent.  Through its network of 50 partners, Justice at Stake provides a national forum for strategic planning, media outreach, public education and advocacy, policy research and analysis, grassroots education, coalition building and reform.

The Director of Communications manages the planning and execution of Justice at Stake's communications and outreach to a wide variety of audiences, including the media, academics, activists, funders, board members and the public at large.  The Director supervises an assistant and interns and works with all Justice at Stake staff, and works closely with organizations and individuals in Washington, D.C. and around the country.

  • Developing plans to educate the public and policy leaders, and support reforms on behalf of fair and impartial courts, in Washington, D.C. and around the country

  • Building and maintaining relationships with reporters and editors, and acting as organization's spokesperson

VOICEis a non-profit organization which was set up to provide a voice for the overseas Vietnamese community through advocacy for refugee protection, human rights, civil society in Vietnam and other issues of significant concern to the community. 

The Background

Vietnamese are the single largest minority group in Cambodia. The number of Vietnamese who work as direct sex providers represent as high as 30% of the total number of commercial sex workers (CSWs). This number is disproportionately high when measured against the total number of Vietnamese in Cambodia. Even more startling is the increase in the sale of (and subsequent decrease in price paid for) the virginity of Vietnamese children in urban Cambodia.  

Research and correspondence with NGOs on the field have confirmed that prevention activities, as well as the response to these problems do not match the extent of the need for them. This is further exacerbated by the fact that the Vietnamese are undocumented and a marginalised minority because of the historical animosity between Vietnam and Cambodia. For this reason, they are even more vulnerable to exploitation and governmental neglect. 

For the above reasons, VOICE aims to open an office/ resource centre in Phnom Penh by June 2008 to provide direct social, educational, financial, legal and medical services to the undocumented Vietnamese living in Cambodia.  

The Need:

VOICE is currently seeking a university graduate with extensive work experience in poverty alleviation and sustainable development to serve as Country Director (CD) for VOICE, Cambodia. As CD, you will help VOICE craft, develop and execute programs targeting children and young women vulnerable to entering the commercial sex industry. You will be overseeing up to 20 staff/ volunteers, coordinating educational programs for children and facilitating vocational training programs for young women. This work will require you to have excellent organisational skills, strong leadership and people skills, as well as the ability to multi-task and work in tandem with other NGOs to promote our mission. 
 
 Responsibilities:

  • Develop and implement educational and vocational programs as part of our mission to provide social services to those in need.
  • Develop co-operative working relationships with various non-government organizations, Khmer government officials and other agencies working on the field tackling our concerned issues.
  • Compiling written submissions/ reports to our donors and benefactors.
  • Individual case management;
  • Oversee the day-to-day running of the office, including admin, finance and staff management.  
  • Interacting with our 'clients' to ensure that their needs are met.
  • Requirements:  
  • A university degree in international development, public policy, law or a related field.
  • At least 2 years on the field work experience in similar areas.
  • An aptitude for creative problem-solving in complex environments.
  • Deep knowledge of issues surrounding trafficking, poverty, Vietnam and Khmer cultures.  
  • Strong leadership and analytical skills, and excellent communication and interpersonal skills.
  • Willingness to travel
  • Fluent in English and Vietnamese is preferred. The ability to speak Khmer is a plus.
